Anything south of the Sand City launch is city property; anything north is regulated by the Marina State Beach Rangers and under Coastal Condors site rules. Meaning one can only launch legally from a couple of designated areas, that is, either the Marina State Beach or the designated Lake Court area, you must be a USHPA pilot member and at least a P3-rated pilot.
